Hyosan City Council was a government facility that Park Eun-hee and her aides worked in, and later sheltered in during the initial outbreak along with 119 Fire EMS Rescue team.
History[]
Pre-Apocalypse[]
It was a government facility where Eun-hee worked and was presumably also used for other political subjects in the city.
Post-Apocalypse[]
During the spread of the outbreak, an aide was presumably bitten by a zombie on his way to work and there he turned and attacked the other workers. Emergency services were called in in order to restrain the zombie but during the process, one of the emergency workers (Park Young-hwan) would also be bitten and turn into a zombie (but be restrained as well). It's presumed that while those events were happening in the room where Eun-hee was, the rest of the building was being overrun by the zombies. They spent the night sheltering in the room and eventually they were able to contact a rescue helicopter. Nam So-ju was able to formulate a daring escape plan to the roof (which was successful) on the roof they lit a flare and were spotted by the helicopter. Eun-hee and her aides are the only known surviving workers of the building.
