Quarantine Camp was a military camp where all uninfected Hyosan citizens were sheltered. It's presumed there are more than one camp due to dialog between the military mentioning several camps as well as in the final episode Nam On-jo and the remaining students were able to make their way to the high school's ruins unnoticed despite the camp being set on an island.

Pre-Apocalypse[]
Prior to the outbreak, the site was an abandoned prison located on an island.
Post-Apocalypse[]
During the outbreak, the military converted the prison into an evacuation center for survivors due to hostility Hyosan evacuees faced when they attempted to escape to other cities in Korea, the military would also use areas of the prison as Biology labs in order to learn more about the Jonas virus and how it works, they had at least 2 infected people contained, one being a infected sargent and the other being Min Eun-ji (who was a hambie) whom was contained after she entered the camp and ate kim Cheol-soo, though she would be quickly aprehended by the soldiers and later expirimented on, though this event would cause the military to make the quarentine more stricter in order to try and find more people who where asymptomatic to the virus, and would cancel a rescue mission on Hyosan highschool after the survivors there where treated as asymptomatic and left to die.
During its use, most of the surviving citizens would be crammed into rooms and would have to share food, water, and even toilets, leading to fights and general unrest. The only exceptions to these seemed to be surviving political personnel as they were allowed their own rooms (though they'd still have to share the room with other political survivors).
Months after the outbreak the city's remaining population were still kept in quarantine.

The sites former layout was used in order to quarantine and separate survivors in each cell, it also had a courtyard where food was distributed, and where the toilets were located.
